Tea House Village Tile Question

Hi,


The village tile Tea House/Room allows the player to take 1 Qi and 1 Tao token of his choice, then draw a ghost card.

If all player boards are full of ghosts, can a player still use the Tea House/Room village tile?

If so, does the player still draw the ghost, and what happens to it?


Please help.
